Manages, coordinates, and evaluates all elements of financial, material and human resources in the provision of nursing care to assigned groups of patients in accordance with the service and missions of the institution. Designs, directs, and oversees the Surgical Services College Structure. Responsible for planning, design, and implementation of new clinical sites and strategic program development for Surgical Services.
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
Bachelor’s degree in nursing required OR an Advanced degree as a Physician Assistant or Nurse Practitioner.
Applicable WV license as determined by experience qualifications - Registered Nurse, Physician Assistant, or Nurse Practitioner
Four years clinical experience.
Two years management or administrative experience
Direct Operating Room clinical experience preferred.

Manages personnel to ensure the availability of an appropriately credentialed, clinically competent, well developed cohesive work force to meet patient care needs. Assists in the development and implementation of on-going educational programs for professional and support staff which include new employee orientation, in-service continuing education, and new equipment and/or systems training which enables the staff to perform on the basis of current policy/procedures and state-of-the-art practices.
Performs on-going written performance reviews according to hospital policy. Provides ongoing feedback to employees concerning job performance. Counsels and disciplines employees, under the direction of the Director
Designs, directs, and oversees the Surgical Services College Structure. Responsible for all operational, financial, quality outcomes related to the college structure to ensure successful program outcomes relevant to patients and surgeons. Determines the goals and objectives of each College. Facilitates development of clinical policy and procedure to support best practice models.
Participates in Surgeon recruitment initiatives and interview process
Oversee program development for each service line, including specific faculty work and outreach across WVUH as appropriate. Develops recommendations for change.
Manages strategic program development for Surgical Services. Coordinates, develops, and implements program activities, priorities, long-and-short-range plans. Facilitates development of clinical policy, guidelines and best practice models consulting with other services as necessary. Identifies the goals and objectives of each program and how the surgical services team will achieve them.
Works proactively with director, medical staff, and others to identify areas in need of evaluation or modification in order to protect, maintain or enhance clinical practice. Facilitates program plan development identifying recommendations for change, cost analysis and justifications.
Planning, design and operationalizing of new construction and remodels of current surgical facilities, specific to the surgery component.
Engages in fiscal activities in order to ensure the availability of supplies, equipment, and human resources to meet patient care needs in a timely cost effective manner. Monitors on a continual basis all personnel and current expense budgets providing information and/or justification of variances to the Director.
Participates in the preparation of the budget, including operational and capital budget, for his/her cost center annually. Specific responsibility to budget as it related to technology, equipment, instrumentation, most of which requires VAT approval. Works in concert with the Director to assure cost effective operations.
Assures the most economical utilization of time, materials and resources through the review of workflow and staffing patterns in order to achieve optimal productivity and to provide cost effective staffing patterns that ensure appropriate utilization of staff and skill mix to provide patient care.
Maintains effective communication with Medical Staff, patients, staff, and other departments as necessary to assure identification of problems and provide problem resolution in support of the hospital's mission of quality patient care delivery.
Promotes customer satisfaction through response to customer perceptions of services provided in a professional and constructive manner. Ensures the establishment and implementation of a unit culture that is responsive to patients and families.
Assures the adherence of all standards and policies as set forth by WVUH and the accrediting bodies for the purposes of licensure, regulation and accreditation.
Participates in outreach activities in the community, i.e. Speaker's Bureau, in order to educate and/or promote good relationships.
Acts in the absence of the Director.
