The Bureau of Tuberculosis Control’s Public Health Program Nurse will provide consultation and training to ensure appropriate diagnosis, treatment and management of TB by developing and providing TB-related training to bureau staff, local health departments (LHDs), and other professional and public entities. This position will serve as the point of contact for the NYS Department of Corrections and Community Supervision on all issues and policies related to TB care in the state prison system and be responsible for quality assurance activities for LHDs throughout the state by conducting record reviews and investigations, providing technical assistance and tracking difficult TB
cases. Other duties will include: serving as liaison with the state mycobacteriology laboratory, updating the TB manual and writing training guidelines. Additionally, the incumbent will serve as the State TB Nurse Consultant, coordinating national and state initiatives with the Centers for Disease Control and Prevention (CDC).
Qualifications
Minimum Qualifications
Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Public Health Program Nurse, G-24 OR NYS employee with one year or more of permanent or contingent permanent competitive service in a position at or above a G22 and deemed eligible for transfer to Public Health Program Nurse (PHPN) under Section 70.4 of the Civil Service Law by also possessing the open-competitive minimum qualifications as shown on the last Civil Service examination https://www.cs.ny.gov/announarchive/announcements/28-420.cfm.
Examples of non-qualifying experience include, but are not limited to, discharge planning, utilization review, treatment plan development for individuals in community or congregate settings, and experience in a health regulatory organization determining entities' compliance with laws, rules, and regulations. Experience in a health insurance company, health maintenance organization, home health care organization, or private physician's office is also considered non-qualifying.
Preferred Qualifications: Preferred candidates will have a Master’s of Science degree in Nursing or the equivalent, with a strong background in infection control/communicable disease control; five years of experience in a county tuberculosis (TB) control program; two years of experience providing consultation and training to health care professionals. Excellent organizational, interpersonal, and written and oral communication skills. Ability to work both independently and as a member of a team. Proficiency with computer-based software packages such as Microsoft Office, Outlook, etc.
Additional Comments
This position may be filled in either the Metropolitan Regional Area or Albany Area.
Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in this title.
NYS Department of Health does not particpate in E-Verify and does not sponsor visa applications.
Currently, Civil Service has approved for this title, an increased hiring rate equivalent to the step four of the PS&T, G-24 salary schedule, and an additional $20,000 geographic pay differential.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.

- Open Competitive: Bachelor's degree in nursing AND current New York State license and registration as a professional registered nurse AND four years of post-licensure nursing experience. One year of which must be experience in public health and related health systems.**
- Public health and related health systems are defined as systems that assess and monitor population health status to identify population health problems; diagnose and investigate population health problems and health hazards in the community; promote health through influencing modifiable risk behaviors; prevent injury and disease; conduct surveillance and control activities; educate people about health issues; research new and innovative solutions to health problems; mobilize community partnerships to identify and solve health problems; develop policies and initiatives that support individual and community health efforts; enforce laws and regulations that protect health and ensure safety; link people to needed services and assure provision of health care; evaluate the effectiveness of interventions and services; and/or participate in quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations.
