The Office of Mental Health is recruiting to fill a Registered Nurse 3, Consultant Mental Health, G-22, position in the Office of the Chief Medical Informatics Officer. Under the direction of the Medical Informatics Pharmacy Director of Pharmacy Systems and Operations, the Registered Nurse 3, Consultant Mental Health will serve as part of the EHR Transformation Project Team as the senior subject matter expert in relation to all aspects of Nursing procedures within NYS Mental Health Program environments, especially business processes that involve electronic health records as well as other electronic data collection and analysis tools. This includes but is not limited to Client Registration and Charting, Assessment and Evaluation, Bar Code Administration, Patient Monitoring, and Scheduling.
Specific duties include, but are not limited to, the following:
Open Competitive: possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure clinical nursing experience in a mental health setting.

Posted salary includes a $10,852 increased hiring rate and a $20,000 Geographical Differential.

- Collaborate with key stakeholders, including nurses, physicians, IT professionals, and administrators, to develop a comprehensive plan for the implementation of EHR systems across healthcare facilities statewide. This involves assessing the current state of EHR usage, identifying gaps, and strategizing solutions.
- Serve as subject matter expert in relation to all aspects of Nursing procedures within NYS Mental Health Program environments, especially business processes that involve electronic health records as well as other electronic data collection and analysis tools. This includes but is not limited to Client Registration and Charting, Assessment and Evaluation, Bar Code Administration, Patient Monitoring, and Scheduling.
- Analyze existing clinical workflows and identifying areas where EHR systems can be integrated to streamline processes, improve efficiency, and enhance patient safety.
- Collaborate with IT professionals to configure and customize EHR systems to meet the specific needs of nursing departments and healthcare facilities. This includes designing templates, order sets, and clinical decision support tools that align with evidence-based practices and nursing standards.
- Develop and deliver training programs to educate nursing staff on the effective use of EHR systems. This involves creating training materials, conducting workshops, and providing ongoing support to ensure nurses are proficient in using the EHR systems.
- Help identify opportunities for quality improvement, tracks key performance indicators, and assists in data analysis to drive evidence-based decision-making.
- Assist in managing the change associated with EHR implementation by providing guidance and support to nursing staff. Help address resistance to change, promotes user adoption, and ensures a smooth transition to the new EHR systems.
- Collaborate with regulatory bodies, professional organizations, and healthcare leadership to develop policies, standards, and guidelines related to EHR usage in nursing practice. Ensure compliance with legal and regulatory requirements while promoting best practices in EHR utilization.
- Evaluate the effectiveness of EHR systems and identifying areas for improvement. Collaborate with IT professionals and end-users to address system issues, optimize functionality, and enhance user experience.
- Perform a full range of supervisory duties for direct reports and ensure proper supervisory management exists for indirect reports.

- Substitution: a bachelor’s degree in nursing may substitute for one year of post licensure clinical nursing experience; and a master’s degree in nursing may substitute for two years of post-licensure clinical nursing experience.
