Position Overview
The Clinical Director serves as the leader of all clinical services and staff at Turning Point Behavioral Health. This position is responsible for overseeing clinical programming, supervising clinical and counseling staff, ensuring compliance with state and federal regulations, and upholding the highest standards of care.
The Clinical Director will also ensure accurate and timely completion of clinical documentation, billing, and coding to support operational and financial sustainability. This role requires expertise in inpatient/residential behavioral health and addiction treatment, strong leadership skills, and a collaborative spirit to drive innovation in recovery care.
Key Responsibilities
Leadership & Oversight
- Provide day-to-day leadership and supervision of all clinical staff, including counselors, therapists, and case managers.
- Oversee development and implementation of treatment programs consistent with evidence-based practices, ASAM criteria, and South Dakota regulatory requirements.
- Foster a culture of teamwork, accountability, and continuous improvement within the clinical team.
- Ensure that services align with the mission, vision, and values of Turning Point Behavioral Health.
Clinical Compliance & Quality Assurance
- Ensure compliance with South Dakota Department of Social Services (Division of Behavioral Health) licensing requirements.
- Maintain compliance with federal and state regulations, including HIPAA and Joint Commission/other accrediting body standards (as applicable).
- Monitor and audit clinical documentation to ensure timely, accurate, and billable notes.
- Implement and monitor quality improvement initiatives, outcomes reporting, and clinical audits.
Operational & Financial
- Oversee clinical documentation, coding, and billing compliance to maximize reimbursement and reduce denials.
- Collaborate with administrative leadership to ensure staffing models and services meet census, acuity, and budgetary goals.
- Participate in strategic planning and program development for expansion of services.
- Develop policies and procedures related to clinical operations and compliance.
Staff Supervision & Development
- Recruit, train, mentor, and evaluate clinical staff performance.
- Provide or arrange for clinical supervision to addiction counselors and trainees in accordance with South Dakota licensing requirements.
- Ensure all staff maintain required CEUs and credentials.
Qualifications
- Required Licensure (South Dakota): Licensed Addiction Counselor (LAC), Licensed Professional Counselor-Mental Health (LPC-MH), Licensed Independent Clinical Social Worker (LICSW), PHD, or equivalent. Eligibility for reciprocity in South Dakota accepted.
- Minimum 5 years of experience in clinical behavioral health, with at least 3 years in supervisory/leadership roles.
- Strong knowledge of ASAM criteria, DSM-5, evidence-based treatment practices, and clinical best practices for substance use disorder and co-occurring mental health.
- Experience with inpatient/residential behavioral health and addiction treatment required.
- Working knowledge of insurance billing, coding, documentation standards, and utilization review processes.
- Demonstrated ability to manage staff performance, resolve conflicts, and foster a positive workplace culture.
- Strong communication, organizational, and leadership skills.
- Must pass a criminal background check and maintain compliance with South Dakota Board of Addiction and Prevention Professional standards.
Preferred Qualifications
- Prior experience as a Clinical Director, Program Director, or equivalent leadership role in a residential/inpatient setting.
- Familiarity with Joint Commission or CARF accreditation processes.
- Experience integrating holistic or innovative approaches into clinical programming.
- Knowledge of state/federal funding streams (e.g., Medicaid, block grants, private insurance reimbursement).

Turning Point Behavioral Health and HME Care is seeking a Licensed Addiction Counselor, Certified Addiction Counselor, or Addiction Counselor Trainee to join our team! You will be responsible for running residential groups and implementing effective treatment plans for clients in individual and group settings in person or virtually. Our community will offer a total of 24 rooms for residential behavioral health located in Madison, SD.

PREFERRED QUALIFICATIONS:
- Previous experience in counseling, social work, or other related fields (residential/inpatient/outpatient experience preferred)
- Licensed as LAC, CAC, ACT, LPCC, or LICSW in the state of South Dakota.
- Proficient in ASAM
- Experience in conflict resolution.
- Compassionate and caring demeanor
- Ability to build rapport with clients.
- Excellent written and verbal communication skills
- Works well in a team setting.
DUTIES AND RESPONSIBILITIES TO INCLUDE:
- Counsel and advise individuals or groups with substance abuse problems.
- Documentation and Compliance.

- Establish treatment goals and milestones with clients.
- Prepare progress reports and letters for relevant parties.
- Educate families and groups on substance abuse treatments and prevention programs.
