Your role in this position will be to conduct onsite surveys of health care facilities as assigned, to check compliance with appropriate state licensure requirements and/or federal certification requirements in the Title XVIII (Medicare) and XIX (Medicaid) programs. These requirements are mostly related to nursing care provided by nursing facility staff, in accordance to standards of practice (SOP). Nursing knowledge is critical to make these compliance decisions;
- Observes, records, reviews and interviews with facility staff, residents/clients/patients and their family members, which include those factors or care areas as determined by the Roster/Sample Matrix.
- Reviews medication administration and conducts medication review for side effects and effectiveness.
- Reviews documentation by Registered Nurses for clinical accuracy and check if it is in accordance with Nursing SOP.
- Conducts surveys according to the Federal State Operations Manual and state statutes or directives.
- Conducts surveys individually or collaborates with a team of surveyors, or as the assigned survey team coordinator supporting the survey team.
- Participates in or conducts entrance and exit conferences as assigned.
- Maintains working knowledge of state and federal regulations with health care providers, the public, peers and supervisors, and applies them accurately to the survey process.
- Maintains effective professional interpersonal communication.
- Uses established criteria and completes documentation as required, either manually or by computer.
- Compiles and documents deficiencies using the Principles of Documentation. Organizes survey packets and prepares written reports as directed or assigned. Completes associated written reports and makes recommendations as required in a manner appropriate to substantiate the findings of investigations.
- Travels frequently to investigate complaints against health care facilities as assigned using the CMS survey guidelines referenced above.
- Completes required job-related reports, including work time reports, travel logs and vehicle logs in a timely manner. Attends and participates in job-related meetings and on-going in-service training programs as directed. Participates in and testifies at legal hearings and/or courts of law as required.
